نامه سرگشاده به ١٦مین کنفرانس سران کشور‏های عضو جنبش غیرمتعهد در تهران به تاریخ ٢٦- ٣١ اوت ٢٠١٢

 

خانم/آقای رئیس جمهور!

 کشور شما یکی از ١٢٠ کشوری است که برای شرکت در ١٦مین اجلاس سران کشور‏های عضو جنبش غیرمتعهد در تهران، که از تاریخ ٢٦ تا ٣١ اوت ٢٠١٢ برگزار خواهد شد، دعوت شده است.

 این اجلاس فرصت مناسبی را برای گفتگو میان رهبران سیستم های مختلف سیاسی، اقتصادی و اجتماعی که درصد قابل توجهی از مردم جهان را نمایندگی می کنند، فراهم می آورد. در ضمن این جلسه فرصتی است برای جنبش غیرمتعهد تا بار دیگر بر نقش خود در دفاع از صلح و امنیت جهانی تأکید کند.

 سازمان ما، سازمان فدائیان خلق ایران (اکثریت)، اعتقاد دارد که اجلاس آتی همچنین می تواند برای اعضا و ناظران جنبش غیرمتعهد پلاتفرمی را برای ترویج ارزش های این جنبش در ایران و به منظور کمک به کاهش تنش میان ایران و جامعه بین المللی تهیه کند.

 

مسئله هسته ای

 سازمان فدائیان خلق ایران (اکثریت) از فعالیت قابل توجهی که توسط کشورهای عضو جنبش غیرمتعهد در خصوص طرح معاهده منع گسترش سلاح های هسته ای (NPT) برای تدارک کنفرانس بازبینی سال ٢٠١٥ انجام شده است، حمایت می کند.

 ما به ویژه از تاکید جنبش غیرمتعهد مبنی بر "پیشبرد متوازن و غیرتبعیض آمیز سه پایه اصلی NPT (منع غنی سازی، خلع سلاح هسته ای و استفاده صلح آمیز از انرژی هسته ای)" پشتيبانی می کنيم. ما از اسناد ناظر بر تضمین های امنیتی و علیه به کارگیری یا تهدید به استفاده از سلاح اتمی یا آزمایش هسته ای و نیز اسناد ناظر بر خلع سلاح اتمی و مناطق عاری از سلاح هسته ای، استقبال می کنیم.

 ما از حق مسلم برای توسعه تحقیق، تولید و استفاده از انرژی هسته ای برای مقاصد صلح آمیز حمایت می کنیم. ما با نقش مهم آژانس بین المللی انرژی اتمی (IAEA)، به عنوان اصلی ترین ارگان برای انتقال فن آوری هسته ای برای مقاصد صلح آمیز، توافق داریم و آن را مناسبترین بازیگر برای بررسی موضوعات مربوطه می دانیم.

 ما بر این اعتقادیم که اجرای پیشنهادهای اعلام شده توسط جنبش کشور‏های غیرمتعهد بهترین راه حل دراز مدت برای رسیدگی به مناقشاتی است که میان نمایندگان جمهوری اسلامی ایران و کشورهای ١+٥ جریان دارند.

 در کوتاه مدت، اعضا و یا ناظران جنبش کشور‏های غیرمتعهد منفرداً می توانند نقش مهمی را در کمک به حل و فصل بن بست در این مذاکرات ایفا کنند. ما قویاً از موضع جنبش غیرمتعهد دایر براجرای قطعنامه آژانس بین المللی انرژی اتمی حول نظام پادمانی و کاربست پروتکل الحاقی حمایت می کنیم.

 ما شما را به استفاده از مناسبت اجلاس سران در تهران برای یافتن راه حل های عملاً ممکن مسئله هسته ای که متضمن احترام به حق توسعه انرژی هسته ای برای مقاصد صلح آمیز و نیز اقتدار فرآیند راست آزمائی آژانس بین المللی انرژی اتمی (IAEA) باشند، تشویق می کنیم.

 

حقوق بشر در ایران

 سازمان فدائیان خلق ایران (اکثریت) واقف است که در میان اهداف و اصول جنبش کشور‏های غیرمتعهد، چنان که آخرین بار در ١٤مین اجلاس سران جنبش در هاوانا، منعقده در سپتامبر ٢٠٠٦ تصریح شدند، "احترام به حقوق بشر، آزادی های اساسی و اصول و اهداف منشور سازمان ملل متحد"، مقام شامخی دارند.

 اصول و اهداف جنبش کشور‏های غیرمتعهد همچنین در مورد وظیفۀ هر دولت عضو آن به رعایت کامل و با حسن نیت معاهدات بین المللی آن عضو و محکومیت نقض سیستماتیک و فاحش حقوق بشر صراحت دارد.

 متاسفانه، میزبان شما در اجلاس تهران اصول فوق را رعایت نمی کند. گرچه ایران پنج معاهده بین المللی مربوط به حقوق بشر (از جمله میثاق بین المللی حقوق مدنی و سیاسی و میثاق حقوق اقتصادی و اجتماعی سازمان ملل متحد) و دو پروتکل اختیاری کنوانسیون مربوط به حقوق کودک را امضا کرده است، اما این معاهدات بطور سیستماتیک توسط جمهوری اسلامی ایران نقض می شوند.

 جمهوری اسلامی ایران یکی از بالاترین نرخ های اعدام در جهان (از جمله اعدام در ملاء عام، اعدام های مخفی، اعدام زندانیان سیاسی و اعدام نوجوانان بزهکار) را داراست. دست کم ٦٠٠ اعدام در سال ٢٠١١ ثبت شده اند، که بسیاری از آن ها برای جرائمی بوده اند که از زمره جنایت های سنگینی که بشود طبق قوانین بین المللی مجازات اعدام بر آنها گزارد، به شمار نمی آیند.

 هزاران نفر از مردم، از جمله فعالان احزاب سیاسی، مدافعان حقوق بشر، اعضای سازمان های جامعه مدنی، روزنامه نگاران، وکلا، فعالان اتحادیه های کارگری و شهروندان عادی در بازداشت یا در زندان های جمهوری اسلامی اسیرند. بسیاری از آنها شکنجه شده اند، خانواده هایشان مورد تهدید قرار گرفته اند و امکان معیشت از آنان سلب شده است.

 هزاران نفر دیگر تحت مراقبت همه جانبه ارگان های بیشمار امنیتی در استخدام جمهوری اسلامی قرار دارند. آزادی تجمع وجود ندارد، آزادی عقیده و آزادی بیان به شدت محدود شده اند و فضای ترس بر کشور حاکم شده است؛ فضائی که شهروندان را به سکوت و یا فرار از کشور وادار می سازد.

سال های بسیاری است که جمهوری اسلامی از نظارت بین المللی وضع حقوق بشر در ایران، از جمله از پذیرش دیدار گزارشگر ویژه سازمان ملل متحد از ایران از سال ٢٠٠٥ به بعد، سر باز زده است. آقای احمد شهید گزارشگر ویژه سازمان ملل متحد، در گزارش اکتبر سال ٢٠١١ خود به مجمع عمومی سازمان ملل متحد در خصوص وضعیت حقوق بشر در ایران، به عدم همکاری جمهوری اسلامی با نظام حقوق بشر سازمان ملل متحد توجه داده است.

 پس از گزارش گزارشگر ویژه، به یک هیئت کاری از دفتر کمیساریای عالی حقوق بشر سازمان ملل متحد اجازه داده شد تا در دسامبر ٢٠١١ دیداری از ایران داشته باشد. با این حال، درخواست هایی که پیش از سفر هیئت و در طول آن برای ملاقات با چهره های اپوزیسیون تحت بازداشت خانگی، برای تماس با دیگر زندانیانی که نسبت به حال آنها نگرانی وجود دارد، و برای ملاقات با طیفی از نمایندگان مستقل جامعه مدنی طرح شده بودند، پذیرفته نشدند.

 سازمان فدائیان خلق ایران (اکثریت) معتقد است که نظر مساعد اعضا و ناظران جنبش کشورهای غیرمتعهد برای رژیم جمهوری اسلامی ایران از اهمیت بیشتری برخوردار است تا نظر مساعد کشورها و یا گروه کشورهای دیگر. مثلاً ما اطلاع یافته ایم که مقامات زندان جمهوری اسلامی به منظور اجتناب از تبلیغات بد در اجلاس آینده تهران، ده ها تن از زندانیان سیاسی را موقتاً آزاد خواهند کرد با این شرط که آنها پس از پایان اجلاس کشورها به زندان و یا بازداشتگاه برگردند.

 بنابراین ما از شما می خواهیم از نفوذ خود بر میزبان اجلاس سران در تهران استفاده کنید و به مقامات ایران یادآوری نمائید که به اجرای منشور سازمان ملل و معاهدات بین المللی مربوط به حقوق بشر متعهد بماند. به طور ویژه، ما از شما می خواهیم برای اجرای مطالبات زیر به جمهوری اسلامی فشار آورید:

 

-          توقف اجرای احکام اعدام؛

-          آزادی تمام زندانیان سیاسی و پرهیز از حبس مجدد کسانی که موقتاً تا اختتام اجلاس آزاد شده اند؛

-          رعایت تعهدات داده شده به سازمان ملل ـ تعهداتی که در مناسبت های خاص سپرده اما هرگز به اجرا گذاشته نشده اند ـ دایر بر دعوت از گزارشگر ویژه سازمان ملل در وضع حقوق بشر در ایران و دعوت از دیگر نمایندگان ویژه سازمان ملل برای دیدار از ایران از طریق اعلام عمومی تاریخ نخستین دیدار.

 ما از شما درخواست داریم که شخصاً خواهان دیدار با تعدادی از رهبران سیاسی، از جمله با میرحسین موسوی، مهدی کروبی و زهرا رهنورد شوید و در جریان اجلاس برای ملاقات دیپلمات هایتان با زندانیانی همچون رضا شهابی، نسرین ستوده، نرگس محمدی، کیوان صمیمی، عیسی سحرخیز، فریبرز رئیس دانا، بهمن احمدی اموئی، ابراهیم یزدی، مصطفی تاجزاده، محمد صدیق کبودوند، عبدالفتاح سلطانی، عاطفه نبوی، شبنم مددزاده فران حسامی و ... که نسبت به وضعیتشان نگرانی وجود دارد، بکوشید.

 

دموکراسی همچون ارزشی بین المللی

 سازمان فدائیان خلق ایران (اکثریت) واقف است که جنبش غیرمتعهد خود را به "دفاع و تثبیت دموکراسی به عنوان یک ارزش جهانی مبتنی بر اراده آزاد افراد" متعهد می داند.

 جمهوری اسلامی ایران این ارزش جهانی را رعایت نمی کند و از بدو موجودیت خویش منظماٌ به سرکوب اراده مردم ایران اقدام کرده است. سازمان ما، سازمانی چپ و دموکراتیک که نقش برجسته ای در سرنگونی رژیم شاه ایفا کرد، از سال ١٩٨٣ممنوع اعلام شد و صدها تن از رهبران و اعضای آن اعدام شدند. اعضای سازمان ما در ایران همچنان تحت پیگرد قرار می گیرند.

 سازمان ما، همچون دیگر سازمان های اپوزیسیون، محروم از امکان شرکت در هرگونه رقابت انتخاباتی و انتشار مواضع سیاسی خود است و توسط قانون و واقعیت جاری در جمهوری اسلامی از عرضه پیشنهادهای سیاسی خود به مردم باز داشته شده است.

 جمهوری اسلامی بدون شک در جریان اجلاس پیش رو خواهد کوشید خود را به عنوان بخشی از "محور مقاومت" در برابر سیاست قدرتهای بزرگ معرفی کند. ما دیگر اعضا و ناظران جنبش غیرمتعهد را فرا می خوانیم که در دفاع از اصول و اهداف جنبش در این ارتباط گوش به زنگ باشند.

 ما مشخصاً بر این باوریم که مقاومت در برابر سیاست قدرت های بزرگ نمی تواند عذر و توجیهی برای سرکوب اراده آزاد مردم خویش توسط هیچ یک از دولت های عضو جنبش غیرمتعهد باشد.

 مقاومت در برابر سیاست قدرت های بزرگ همچنین نباید موجب حمایت یا مدارای دیگر اعضا و ناظران جنبش غیرمتعهد بر پایه لرزان "دشمن دشمن من، دوست من است" گردد. ما از شما می خواهیم مراقب باشید که از اجلاس تهران برای نمایش ریاکاری و استانداردهای دوگانه بهره گیری نشود. سال پیش رو، که به انتخابات ریاست جمهوری در سال ٢٠١٣ منتهی خواهد شد، یک دورۀ نا آرام و برای فعالان و هواداران سازمان های سیاسی مستقل، پرمخاطره خواهد بود.

 ما از شما تقاضا داریم که اعضا و ناظران جنبش غیرمتعهد بکوشند عالی ترین سهم را در رفع این مخاطره و تسهیل ابراز اراده آزاد مردم ایران از خود نشان دهند.

 یکی از راه های تحقق این امر می تواند استقرار مکانیسمی برای نظارت متقابل روندهای انتخاباتی در میان جنبش غیرمتعهد، به شمول اعزام ناظرانی برای انتخابات ریاست جمهوری سال ٢٠١٣ باشد.

 خواست ما از شما اين است که پیشنهاد استقرار چنین مکانیسمی در اجلاس تهران را با همتاهایتان در میان بگذارید ـ مکانیسمی که مقدمتاً توسط کشور شما و کشور عهده دار ریاست جنبش غیرمتعهد تحقق خواهد یافت ـ و آمادگی کشورتان را جهت تأمین ناظرانی برای انتخابات سال ٢٠١٣ در ایران در چند ماه آتی اعلام دارید.

 ما متعهدیم برای استقرار یک سیستم بین المللی مبتنی بر صلح، عدالت، برابری، دموکراسی و احترام کامل به قوانین حقوق بشر و اصول مندرج در منشور سازمان ملل، عمل کنیم. سازمان ما بر پایه اصل همبستگی برای صلح و توسعه، اعم از ملی و بین المللی، بنا شده است. ما به هر قیمت به دفاع از این اصول ادامه خواهیم داد.

 سازمان فدائیان خلق ایران (اکثریت) خواهان همبستگی شما با مردم ایران در حمایت از این ارزش ها است. زمانی که مردم ایران به تحقق اراده آزاد خود در دموکراسی نائل آیند، کشورهائی را که در این سالهای تاریک به حمایت از آنان برخاستند، به یاد خواهند آورد.

 ما آرزوی اجلاسی موفق و دیداری دلپذیر از کشورمان را برای شما داریم.

Open Letter to the Heads of State at the 16th Summit Meeting of the Non-

Aligned Movement, to be held in Teheran from 26 to 31 August 2012 

 

Mr./Madam President,

 

Your country is one of the 120 nations which have been invited to attend the 16th Summit Meeting of the Non-Aligned Movement, to be held in Teheran from 26 to 31 August 2012.

This meeting provides a unique opportunity for dialogue between leaders of different political, economic and social systems, representing between them a considerable proportion of the world’s population. It is also an occasion for the Non-Aligned Movement to reaffirm its rôle in defence of world peace and security.

Our party, the Organisation of Iranian People’s Fadaïan (Majority), believes that the forthcomingSummitcan also provide a platform for members and observers of the Non-Aligned Movement to promote the values of the Non-Aligned Movement inIranitself and to contribute to a reduction of tension betweenIranand the broader international community.

 

The Nuclear Issue

The Organisation of Iranian People’s Fadaïan (Majority) supports the significant work done by the Non-Aligned States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in preparation for the 2015 Review Conference of the Treaty.

In particular, we support the emphasis placed by the Non-Aligned States on a balanced and non-discriminatory effort to strengthen all three pillars of the NPT (non-proliferation, nuclear disarmament and peaceful use of nuclear energy). We welcome the working papers submitted on security assurances against the use or threat of use of nuclear weapons, nuclear testing, nuclear disarmament and nuclear weapon-free zones. 

We support the inalienable right to develop research, production and uses of nuclear energy for peaceful purposes and we agree on the importance of the International Atomic Energy Agency (IAEA) as the main vehicle for the transfer of nuclear technology for peaceful purposes and as the most appropriate actor to address verification and safeguards issues.

We believe that implementation of the proposals put forward by the Non-Aligned States represents the best long-term solution to the issues being discussed by the representatives of the Islamic Republic of Iran and the so-called ‘P5+1’ group.

In the short term, individual members or observers of the Non-Aligned Movement can play an important part in helping to resolve the impasse in these discussions. We also strongly protect the standpoint of NAM, which called for the implementation of IAEA Resolution  safeguards system and application of the Model Additional Protocol. 

We encourage you to use the occasion of the Teheran Summit to explore possible practical solutions to the nuclear issue which respect both the right to develop nuclear energy for peaceful purposes and the authority of the IAEA verification process.

 

Human Rights in Iran

The Organisation of Iranian People’s Fadaïan (Majority) recalls that among the principles and purposes of the Non-Aligned Movement, as affirmed most recently at the 14th Summit held in Havana in September 2006, are respect for human rights and fundamental freedoms and for the objectives and principles of the United Nations Charter.

 

The principles and purposes of the Non-Aligned Movement also include the duty of each member state to fully and in good faith comply with the international treaties to which it is a party, as well as the condemnation of systematic and gross violations of human rights.

Unfortunately, your hosts at the Teheran Summit do not live up to those principles. AlthoughIranhas ratified five core international human rights treaties (including the UN Covenant on Civil and Political Rights and the UN Covenant on Economic and Social Rights) and two Optional Protocols to the Convention on the Rights of the Child, these Treaties are systematically violated by the Islamic Republic.

The Islamic Republic of Iran has one of the highest rates of executions in the world (including public executions, secret executions, executions of political prisoners and executions of juvenile offenders). At least 600 executions were recorded in 2011, most of them for crimes which do not amount to the most serious crimes for which the death penalty may be applied under international law.

Thousands of people, including political party activists, human rights defenders, members of civil society organisations, journalists, lawyers, trade unionists and ordinary citizens, are imprisoned or detained by the Islamic Republic. Many have been tortured, their families intimidated and their livelihoods destroyed.

Many more thousands are under close surveillance by the myriad of security services employed by the Islamic Republic, freedom of assembly is non –existent, freedom of opinion and freedom of expression have been severely curtailed and a climate of fear has been created which forces citizens to remain silent or to flee the country.

For many years, the Islamic Republic has avoided international scrutiny of its human rights record, inter alia by failing to allow any UN Special Rapporteur to visitIran since 2005. In his report to the UN General Assembly in October 2011, the UN Special Rapporteur on the situation of human rights in the Islamic Republic of Iran, Mr. Ahmed Shaheed, referred to the lack of co-operation by the Islamic Republic with the UN human rights system.

Following the Special Rapporteur’s report, a working-level delegation from the Office of the UN High Commissioner for Human Rights was permitted to visitIranin December 2011. However, requests made before and during the visit for meetings with opposition figures under house arrest, access to other prisoners of concern, and a meeting with a range of independent civil society representatives, were declined.

The Organisation of Iranian People’s Fadaïan (Majority) believes that the régime of the Islamic Republic of Iran attaches more importance to the good opinion of members and observers of the Non-Aligned Movement than to that of other countries or groups of countries.

We are aware, for example, that in order to avoid bad publicity during the forthcomingSummitin Teheran, the prison authorities of the Islamic Republic have temporarily released several dozen political prisoners, with the proviso that they must return to prison or to detention once theSummitis over.

We therefore call on you to use your influence on the hosts of the Teheran Summit to remind them of their obligations under the UN Charter and international human rights treaties. In particular, we ask you to put pressure on the Islamic Republic to implement the following concrete steps :

 -          institute a moratorium on implementation of the death penalty;

-          release all political prisoners and refrain from re-imprisoning those who have been temporarily released for the duration of theSummitof the Non-Aligned Movement;

-          respect the commitment given to the UN on several occasions, but never implemented, to invite the UN Special Rapporteur on the situation of human rights in the Islamic Republic of Iran, and other UN Special Procedures mandate holders, to visit the country, by announcing publicly during the Summit the date of the first visit.

We ask you to request to meet in person certain political leaders such as Mir Hossein Mossavi, Mehdi Karoubi and Zahra Rahnavard, and to push for visits by your diplomats, during the Summit, to other prisoners of concern such as Reza Shahabi, Nasrin Sotoudeh, Narges Mohammadi, Keyvan Samimi, Isa Saharkhiz, Fariborz Raisdana, Bahman Ahmadi Amoui, Ebrahim Yazdi, Mostafa Tajzadeh, Mohammad Sadiq Kaboudvand, Abdolfattah Soltani, Atefe Nabavi, Shabnam Madadzadeh, Faran Hesami  and …

 

Democracy as a universal value

The Organisation of Iranian People’s Fadaïan (Majority) recalls that the Non-Aligned Movement has committed itself tothe defence and consolidation of democracy as a universal value based on the freely expressed will of people.

The Islamic Republic of Iran does not respect this universal value and has since its inception systematically subverted the will of the people ofIran. Our organisation, a left-wing democratic party which played a prominent rôle in the overthrow of the régime of the Shah, has been banned since 1983, hundreds of our leaders and members executed and our members insideIranpersecuted ever since.

Our party, like other opposition parties, is unable to contest any elections in our country, unable to publish our political positions and prevented by the laws and the practices of the Islamic Republic from offering the people ofIranthe political choices to which they are entitled.

During the forthcoming Summit in Teheran, the Islamic Republic will no doubt seek to present itself as part of an “axis of resistance” to great power politics. We call on the other members and observers of the Non-Aligned Movement to be vigilant in defence of the principles and purposes of the Movement on this occasion.

In particular, we believe that resistance to great power politics cannot excuse or justify the suppression of the freely expressed will of its people by any member state of the Non-Aligned Movement.

Nor should it attract the support or tolerance of other members or observers of the Non-Aligned Movement on the spurious ground that ‘the enemy of my enemy is my friend’. We ask you to ensure that the Teheran Summit is not misused to parade hypocrisy and double standards.

The coming year, leading up to the Presidential election due in 2013, will be a period of instability and, for independent political activists and sympathisers inIran, of great danger.

We ask you to consider how best the members and observers of the Non-Aligned Movement can contribute to diminishing this danger and facilitating the free expression of the will of the Iranian people.

One way might be through the establishment of a mechanism for the mutual observation of electoral processes within the Non-Aligned Movement, including sending both long-term and short-term observers.

We call on you to propose to your colleagues the establishment of such a mechanism by the Teheran Summit, to be implemented in the first instance by your own country and by the Chair of the Non-Aligned Movement, and to express the willingness of your country to make available for deployment within the next few months long-term observers for the 2013 Presidential election in Iran.

We are committed to working for the establishment of an international system based on peace, justice, equality, democracy and the full respect of all human rights and of the principles enshrined in the Charter of the United Nations. Our party is built on the principle of solidarity for peace and development, both nationally and internationally. We will continue to defend these principles at all costs.

The Organisation of Iranian People’s Fadaïan (Majority) asks for your solidarity with the people ofIranin support of these values. When the Iranian people finally come to the free expression of their will in democracy, they will remember those countries which have shown them support in their years of darkness.

We wish you a successfulSummitand a pleasant visit to our country.
