خود محمد امین رسول زاده در طول زندگی خطهای مختلف سیاسی و اندیشه ای داشته است: اسلام، سوسیالیسم، دموکراتیسم، فردوسی گرایی، ناسیونالیسم، ترکیسم .

با یک نگاه به این پله ها روشن است که او در طول زندگی خود هرگز نتوانست « تضاد این اندیشه ها» را برای خود حل کند.

اصول کلی برنامه ی حزب مساوات:

The Musavat's programme, which appealed to the Azerbaijani masses and assured the party of the sympathy of the Muslims abroad, announced the following aims:

1. The unity of all Muslim peoples without regard to nationality or sect.
2. Restoration of the independence of all Muslim nations.
3. Extension of material and moral aid to all Muslim nations which fight for their independence.
4. Help to all Muslim peoples and states in offense and in defence.
5. The destruction of the barriers which prevent the spread of the above-mentioned ideas.
6. The establishment of contact with parties striving for the progress of the Muslims.
7. The establishment, as need might arise, of contact and exchange of opinion with foreign parties which have the well being of humanity as their aim.
8. The intensification of the struggle for the existence of all Muslims and the development of their commerce, trade and economic life in general.[6]

Das anfängliche Programm der Partei war und ist insbesondere an die Volksgruppe der Aserbaidschaner und an die Muslime gerichtet[2]:

Die Einheit aller Muslime ungeachtet der Nationalität

Wiederherstellung der Unabhängigkeit aller muslimischen Nationen

Ausweitung der materiellen und moralischen Hilfe an alle muslimischen Nationen, die für ihre Unabhängigkeit kämpfen

Beihilfe für alle Muslime und islamische Staaten

Die Zerstörung aller Barrieren, die die Ausbreitung der oben erwähnten Ideen verhindern

Die Entwicklung von Kontakt mit anderen Parteien, die nach Fortschritt der Muslime streben

Gegebenenfalls die Entwicklung von Kontakt and Meinungsaustausch mit anderen Parteien, die als Absicht das Wohlergehen des Menschentums haben
8-
Im Allgemeinen die Verschärfung der Mühe für die Existenz aller Muslime und die Weiterentwicklung des Verkehrs, des Handels und der Wirtschaft unter ihnen
